After years of beefing up rewards programs for debit-card customers, banks in recent weeks have started scaling them back or scrapping them altogether.
Beginning this fall, banks will be allowed to charge retailers only 21 cents for each debit card transaction, plus an additional 0.05 percent of the purchase price to cover the cost of fraud protection. Banks currently charge an average of 44 cents per transaction. Merchants have said reduced fees would allow them to lower their prices.
